为进一步推进职工素质工程建设,切实维护广大职工的学习培训权利,加快职工队伍的知识化进程,局工会在全港工会系统组织开展了“上海港职工文化技术状况和学习培训需求调查”。根据调查中发现的问题,为进一步提高职工文化技术水平,现提出如下建议。一、着力提高全局职工技术文化素质根据本次调查,反映出全局技术工人队伍存在“两低一高”(技术等级偏低、文化程度偏低、年龄结构偏高)
In order to further promote the construction of quality staff and workers, earnestly safeguard the rights of study and training of the vast numbers of staff and workers, and speed up the process of educating the staff and workers, the Bureau of Trade Unions conducted a survey on the cultural and technological conditions and training needs of staff and workers in Shanghai’s Hong Kong unionized trade unions. According to the problems found in the survey, in order to further enhance the staff’s cultural and technical level, the following suggestions are made. I. Striving to Improve the Technical and Cultural Qualities of Global Workers According to the survey, it is reflected that there are “two low and one high” (low technical level, low educational level and high age structure)
