在社会主义市场经济条件下如何搞活国有企业,已经成为企业改革乃至整个经济体制改革的重点和难点。经过十几年的改革实践,特别是近两年多来贯彻实施《条例》,转换企业经营机制,以及当前进行的建立现代企业制度的试点,越来越普遍地面临着一个十分困难的问题,即如何减轻企业沉重的历史债务“包袱”,使之轻装进入市场,在激烈的竞争中生存和发展,充分发挥国有企业在国民经济中的主导作用。本文试图就此做些探讨。
How to invigorate state-owned enterprises under the conditions of the socialist market economy has become the key and difficult point in enterprise reform and even the entire economic system reform. After more than 10 years of reform and implementation, especially the implementation of the “Regulations” in the past two or more years, the conversion of enterprise operating mechanisms, and the current trials of establishing a modern enterprise system, it is increasingly common to face a very difficult problem. That is, how to reduce the heavy burden of historical debt of enterprises, enable them to enter the market lightly, survive and develop in fierce competition, and give full play to the leading role of state-owned enterprises in the national economy. This article attempts to explore some of this.
