广州海关关长郗治安认为，海关职能的实现方式不仅仅是 口岸操作，更不能完全局限于口岸，要创新理念和监管模式，以 更宽阔的视野把握海关职能的实现方式。根据市场经济和地区 经济发展需要，把握和找准国家外贸与内贸政策的结合点，在 促进地方经济发展上海关就会大有可为。
