企业经营机制说到底是资源配置与运作机制.而在企业经济运行过程中,资源配置与运作效率的高低,又直接与企业财产经营的责、权、利息息相关。所以,国有企业经营机制转换的根本问题,就是要建立符合社会主义市场经济要求的国有企业产权制度。
In the final analysis, the enterprise operating mechanism is the resource allocation and operation mechanism. In the course of the economic operation of the enterprise, the level of resource allocation and operation efficiency is directly related to the responsibility, power, and interest of the enterprise property management. Therefore, the fundamental problem in the conversion of state-owned enterprises’ operating mechanisms is to establish a system of property rights of state-owned enterprises that meets the requirements of the socialist market economy.
