中央连续两年发出“一号文件”,为解决“三农”问题,出台了一系列“真金白银”的政策措施,使“三农”工作出现前所未有的重大转机,呈现出多年来少有的农民增收、农业增效、农村稳定的喜人局面。但一个必须正视的现实是,“三农”问题,既有农业内部的问题,也有农业外部的问题,积累多年,十分复杂,不可能在短时期内得到彻底解决。这就需要更多的基层领导干部像常德市市长那样去深入调研、去深入思考。
