20世纪80年代以来,随着经济全球化、一体化发展,经济结构升级日益深入,全球服务贸易快速增长,服务贸易结构发生了前所未有的变化,与此同时,贸易摩擦、能源消耗、环境保护等问题也成为国际贸易大环境的基本特征。90年代以来,在全球范围内进行资源优化配置的新一轮国际产业转移发展迅猛,其中,服务外包特别是离岸外包成为国际产业转移的重点领域,服务外包开始兴起。正确认识经济全球化下我国承接服务外包的机遇和挑战,对于我国提升我国承接服务外包能力,加快产业结构升级,促进国民经济又好又快发展,具有十分重要的现实意义和战略意义。

Correctly understanding the opportunities and challenges our country undertakes service outsourcing under the economic globalization has very important practical and strategic significance for our country to enhance our ability to undertake service outsourcing, accelerate the upgrading of industrial structure and promote the sound and rapid development of the national economy.
