中国经济短期的问题不是政策不稳定,而是对经济形势和影响增长原因没有弄清楚,受一些似是而非的情绪化表象描述影响太大,信息不对称,导致政策针对性不够。另外,执行严重不力,基层跳不出过去三十年推动增长的粗放式的思路和方式,遂使政策效果事倍功半。在中央座谈会定调下半年把稳增长放在更重要位置以后,如何稳增长成了焦点话题。不同学派,不同利益导向,不同思想方法都纷纷“建言献策”。在
