当代环境领域中国际关系的主要特点是：环境影响日益国际化、全球化；环境问题日益经济化、政治化；国际间环境关系日益条法化。本文在国际环境条法对中国环境能力的影响、国际环境贸易对中国环境能力建设的影响以及国际经贸中的环境规则对中国环境能力建设的影响三大方面进行了论述。同时提出，中国与其他发展中国家一样，一直面临着环境预算严重不足的问题。国际环境贷款与赠款无疑会缓解这一困难。然而，中国如果要巩固与发展自己吸收国际环境资金的优势，必须在现已实施的主要环境工程项目中作出实实在在的具有高效益的成绩
The main features of the international relations in the contemporary environment are: the internationalization of the environment is becoming more and more globalized; the environment is becoming more and more economized and politicized; and the international environmental relations are becoming increasingly legalized. This article discusses the impact of international environmental law on China’s environmental capacity, the impact of international environmental trade on China’s environmental capacity building, and the impact of environmental regulations in international trade on China’s environmental capacity-building. At the same time, he suggested that China, like other developing countries, has always been facing a serious shortage of environmental budgets. International environmental loans and grants will no doubt ease this difficulty. However, if China is to consolidate and develop its own advantages of absorbing international environmental funds, China must make tangible and cost-effective achievements in the major environmental engineering projects that have been implemented
