三、“十一五”广播影视科技和事业发展思路“十一五”期间是我国经济社会全面发展的关键时期．是广播影视向数字化全面过渡的关键时期．也是广播影视实现跨越式发展的关键时期。党的十六届五中全会明确提出要以科学发展观统领经济社会发展全局．明确要求建设社会主义新农村．促进区域协调发展;加强自主创新．促进产业结构优化升级。按照五中全会的要求．结合我国广播影视的实际．“十一五”期间全国广电系统有“三项重点任务”．“一个支撑”和“一个保障”。这“三项重点任务”包括:一是建立广播电视安全保障体系,确保安全播出和政令畅通;二是全面加强农村广播影视基础设施建设,为建设社会主义新农村服务;三是全面加快我国广播影视数字化进程,推动广播影视系统升级换代和结构优化。这既是党和国家交给我们广电系
