我们过去在提高干部素质方面惯用的方法就是培训加考试 ,这种方法尽管也发挥了一定的作用 ,但通常有两个弊病 :一是“灌输” ,不管你是否需要 ,层次高低 ,是否真想学 ,都要完成规定的培训课时。培训之后不管你学到了多少知识 ,更不考虑是否能够转化为能力 ,只要通过考试就万事大吉 ,因而效果不佳。二是每次培训 ,学时有限 ,经费有限 ,不可能“持久培训”。北京市工商局东城分局创造了一种能力等级制考核新机制 ,从根本上倡导日常竞争 ,鼓励“业精于勤”、“学以致用”。这种机制肯定差异 ,鼓励自我学习 ,但并不命令 ,开放自由且有弹性。在这种制度下 ,省掉了考核者的许多说教和控制 ,为有志者提供了“天高任鸟飞”的环境 ,使凡是愿意向上向前的人都可以“无须扬鞭自奋蹄”。没有勇气或不思进取的人随着时间的推移 ,必将产生越来越大的压力 ,促进其转化或被淘汰。因此 ,它带动的是一种内在的自我提升精神 ,是一种自觉努力 ,不进则退的竞争风气。如果这种机制能够持之以恒 ,可以相信 :努力学习、努力工作、精神振奋、业务娴熟的干部会成批成长 ,进入这个行列和更高层次的人会越来越多。

If such a mechanism can be sustained, we can believe that cadres who study hard, work hard and are energetic and skilled will grow massively, and more and more people will enter this ranks and higher levels.
