旅游业的低碳发展是我国实现节能减排目标的重要手段。然而地方政府和旅游企业可能出于短期利益等原因拒绝发展低碳旅游。本文通过建立进化博弈模型,对地方政府与旅游企业的行为策略进行分析,并在这些基础上探讨优势策略组合所需要的条件,寻求政企双方如何实现长期共赢的方法,最后提出促进低碳旅游发展的政策建议。
Low-carbon tourism development is an important means to achieve the goal of energy-saving emission reduction in our country. However, local governments and tourism enterprises may refuse to develop low-carbon tourism for short-term interests and other reasons. Through the establishment of an evolutionary game model, this paper analyzes the behavioral strategies of local governments and tourism enterprises, and explores the conditions needed for the combination of superior strategies on these bases to find ways for both government and enterprises to achieve long-term win-win outcomes.
