与东南沿海数字庞大、增长迅速的加工贸易相比,中西部地区的加工贸易总显得有些羞羞答答。但它们具有同样的发展渴望,然而地缘的局限,使得这种渴望在实现的过程中必然要选取另外一条与沿海不同的道路。走在这条道路上的地区和城市是众多的,不同的渊源,决定了不同的现状。拥有出口量西部第一的出口加工区,西安常常被业内人士看作中西部加工贸易发展的一个亮点。走在摩登现代的西安高新技术开发区的大街上,你很难想象这是在九朝古都。而不远处,在完好的老城墙守护的古城里,钟鼓楼作为这个城市的标志就矗立在城市中心。和一切古老的传统城市一样,西安被更多地认知为文化古城,而它的经济发展就遮蔽在这一标签下,时常被人忽略。但西安又是如此地不甘于传统以及传统之下的落后,它对于现代文明的渴求就在古城外的新区里扎根生长。西安就像个贪心的孩子,一手揽着传统文化遗产不放,另一只手却在索求着现代文明的财富。在西安,很少有人能够迷路,因为道路至今还沿袭着唐时的传统,横平竖直,状如棋盘。而西安的加工贸易也正如一盘传统与现代对弈的棋局,在自主创新与加工贸易的取舍中,在低廉入力成本的得失间,在物流瓶颈的突围中,选择适合自身的棋着进退。
