關於提案審查委員會對此次提案審查情形,我分兩方面報告: 一、提案審查經過由於上次代表大會提案審查的經驗,所以我們此次對提案審查特別小心。現在是否是作好了還没有把握,要等大家表示意見。提案審查委員會收到提案之後,先後開過四次會議。至於提案審查原則,是把提案分爲財經、市政、勞資、文教、羣運五類,然後分組討論。這中間羣運是上次沒有的。總之我們對各代表所提意見非常重視,從不馬虎。昨日下午又作最後審查。爲求統一,又由五小組推人出來編製提案報告書。又爲要使大會開好,又在今天上午把代表分成五個大組來討論提案。這中間有政府機關人員、工商界、工人、學生、他們討論非常仔細。如財經組討論第一類第一案,幾乎佔了三個鐘頭。一般說來,對減低成本,整頓公私關係,都相當重視,似乎他們的話沒有說出來就沒有盡到責任。所以他們下午還繼續開會,至大會復會前才停(?)在提案未通過前,關於
