仙头市凤翔街道调委会充分发挥三个优势,形成了小纠纷不出村(居)、大纠纷不出街道的调解格局。一、发挥人员素质优势为适应新形势发展的需要,该街道整合人才资源,按照《人民调解工作若干规定》的要求,在司法所、法律服务所、妇联、经发办、劳力所、城建办等单位及部分退休法官中,聘请熟悉法律、有专长的14人组成了街道调委会。该调委会成立一年来,充分发挥人员素质优势,强化依法调解,做到法、情、理相结合,不但法理讲得明,而且行业的针对性强,使棘手的纠纷迎刃而解。如该辖区的一个村领导带队砸了违规操作的掘土机引起纠纷一案,街道党委交由调委会调解,凤翔街道调委会立即派员到实地做了调查,指导有关人员对损坏的掘土机作
