The Central People’s Government Committee unanimously decided to accept the principle that ”the Common Platform of the Chinese People’s Political Consultative Conference“ should be the administrative policy of the government. The fifth chapter of the ”Common Program“ cultural and educational policies stipulates: ”There are plans and steps."
