规模以上工业企业的发展不仅是区域经济发展的重要引擎,而且对促进各地区规模以上工业企业的发展和竞争力提升具有重要的现实意义。通过相关研究发现,各地区间竞争实力不均衡,各地区的竞争优势有所差别。为此,国家应在继续加大对东部地区规模以上工业企业扶持力度的基础上,适度调整和优化东中部地区工业产业结构,尤其要加大对西部地区工业的政策和资金扶持力度,促进其后发优势的产生,进而促进东中西工业企业的区域均衡发展。其次,还需要采取区别性措施,加强对各地区规模以上工业企业竞争优势的打造,不断提升其总体竞争力。
