公共预算既然是政治过程的首要环节,是利益之权威分配的政治过程。如何实现公共预算效益最大化,是今后预算改革的目标与原则。同时,也对政府提高财政预算管理效率提出了新的路径。
Since the public budget is the primary link in the political process, it is the political process of the authoritative distribution of interests.
