我国是十亿人口的大国,人民的吃穿问题是件头等大事。建国三十五年来,我国的农田水利建设得到很大的发展,提高了农田的抗御旱涝能力,即使近几年来在旱涝交替的不利生产条件下,农业产量还是持续增长。1983年全国粮食产量达到7,746亿斤,人均粮食756斤,保证了粮、棉、油等的供应。按照我国宏伟的总目标要求,到本世纪末实现工农业年总产值翻两番,粮食总产量达到9,600亿斤,人均粮食
