向社会公开悬赏征集犯罪线索,尤其是重金悬赏缉捕重犯要犯的手段,在世界各国均已被广泛运用。美国联邦调查局有一个“悬赏通缉十大要犯”制度,抓获一名再递补一名,民众反响很大,也颇为奏效。前不久,美国政府悬赏2500万美金捉拿伊拉克前总统萨达姆父子以及前几年悬赏捉拿恐怖大亨本·拉登的事几乎人尽皆知。据统计,曾经上过美国十大通缉要犯名单的466名逃犯中,有139人是由于民众的参与而被捉拿归案的,这正应了那句老话:“让犯罪分子陷入人民群众的汪洋大海之中。”
