自党的十八届三中全会提出要建立“权力清单制度”以来,建立和完善“权力清单制度”就成了打造法治政府、责任政府和服务政府的突破口和抓手。明确一项制度的法律定位和原则是促进该规范顺畅运行的基础。只有进一步明确权力清单的法律定位和原则,才能正确面对权力清单制度在制定实施中所面临的困境并寻求解决办法,推动权力清单制度的健康发展。
Since the Third Plenary Session of the 18th CPC Central Committee proposed to establish a “power list system,” the establishment and improvement of the “power list system” has become the breakthrough and starting point for building a government ruled by law, a responsible government and serving the government. To clarify the legal orientation and principles of a system is the basis for promoting the smooth functioning of the code. Only by further clarifying the legal orientation and principles of the power list can we correctly face the difficulties faced by the power list system in its formulation and implementation and find solutions to promote the sound development of the power list system.
