处于转型发展中的特大型城市,社会秩序面临着社会极化效应凸显、风险增加,社会情感沙化、底线失守,社会结构固化、流动渠道堵塞,社会矛盾多发、冲突加剧等突出问题。所以,特大型城市迫切需要通过社会秩序的重构为其发展营造文明和谐的社会生态环境,促进其可持续发展。特大型城市社会秩序重构的核心是制度建设,社会制度建设既要遵循公平正义和开放包容的原则,更要突出诚信、规则、共识的制度要素。同时,在特大型城市社会秩序运行管理中,要建立起一个以法律运行的道德整合机制为基础,社会调控机制、社会预警及应急机制为手段的社会秩序自我调适系统。
In the mega cities undergoing transformation and development, the social order faces such prominent problems as the prominent social polarization effect, the increased risk, the desertification of social feelings, the fall of the bottom line, the solidification of the social structure, the clogged flow channels, the frequent social conflicts and the intensification of conflicts. Therefore, it is imperative for mega-cities to create a civilized and harmonious social environment for their development and promote their sustainable development through the reconstruction of social order. The core of the reconstruction of the social order in the mega-cities is institution building. The construction of the social system must follow the principle of fairness, justice and openness and tolerance, and highlight the institutional elements of honesty, rules and consensus. In the meantime, in the operation and management of the super-large-scale urban social order, we should establish a social order self-adjustment system that is based on the moral integration mechanism operated by law, the social control mechanism, social warning and emergency mechanisms.
