1994年是实现邓小平同志对上海提出的“一年变个样,三年大变样”的关键一年,为此,上海必须抓住机遇,深入贯彻落实中央十四届三中全会的决定,和全国经济工作会议精神,加快改革的步伐,率先建立起社会主义市场经济体制和运行机制,进一步扩大对外开放,推动国民经济持续、快速、健康地发展。那么,如何持续、快速、健康地发展上海经济呢?笔者就以下几点进行了思考:
