近一时期,各地干部群众纷纷向中央治理报刊协调领导小组办公室写信或打电话,反映报刊征订发行中存在的问题,举报一些地区、部门和单位继续利用职权强行摊派发行报刊。有的通过发文件、定任务、下指标等手段摊派发行报刊,有的利用工作之便向服务和管理对象摊派报刊,有的基层乡镇、村级组织公费订阅报刊费用严重超出限额标准,有的强行从基层干部和中小学教师等公职人员工资中扣留报刊订阅费等。这些错误做法在各地造成恶劣影响,引发广大基层干部、教师和群众的强烈不满,并有可能引发事端。前不久,中央纪委监察部《反腐败工作信息》反映基层报刊征订任务仍然较重,中央政治局常委李长春同志作出重要批示:“当前是巩固治理报刊散乱的关键时刻,此件反映的问题应给予重视。”中央政治委员、中央书记处书记、中宣部部长刘云山同志批示:“要以办公
