7月23日,全国城镇居民基本医疗保险试点工作会议在北京召开。温家宝总理在会上指出,建立城镇居民基本医疗保险制度,是我国在建立城镇职工基本医疗保险制度和新型农村合作医疗制度之后又一重大举措,主要解决城镇非从业人员,特别是中小学生、少年儿童、老年人、残疾人等群体看病就医问题。7月24日,国务院对外公布了《关于开展城镇居民基本医保试点的指导意见》。
