当前开展“三讲”,实际是以“三讲”教育为内容进行自我教育、自我整顿、自我提高。党组成员和处级干部应高度重视,认真对待。 一、为什么开展“三讲” 机关中的处级干部在领导决策中是参谋,在任务执行中是带头人。这个层次辐射面大,影响面大,既有带领群众的职责,又有教育群众的任务。因此,这些同志必须进行“三讲”教育,提高自己,适应新形势与新任务的要求。 1、从时代背景看,国际形势变化快,现已进入到人才竞争的时代。人才竞争主要是学习,面临形势多变而且节奏加快、竞争激烈,特别是科技、人才的竞争,不学习完成不了任务。在同等条件下,谁先学一步,学深一些,谁就增强了竞争力。
