一、工程概况及涵管存在的主要问题幸福水库位于新建县望城公社幸福大队赣江支流洞源港上,是一九五九年基本建成受益的中型水库。大坝为均质土坝,设计最大坝高19.5米,坝顶宽4米,坝顶长680米,控制流域面积30.2平方公里,设计洪水位56.65米。总库容2063.2万立米,防洪库容508.2万立米,兴利库容1537.9万立米。由于大坝未达到设计标准,且东涵管裂缝漏水严重,汛期限制蓄水位为53米,库容1140万立米,实际灌田3.5—3.8万亩,东涵管灌田3000亩。
