在原《珠江流域西江水系柳江综合规划修编报告(送审稿)》(中水珠江规划勘测设计有限公司,2009年8月)中,洋溪至从江河段开发方案推荐采用洋溪一级开发方案,即洋溪正常蓄水位为176 m,正常蓄水位与从江梯级发电尾水基本衔接,能同时满足防洪、航运、发电等综合利用要求。但经调查复核发现,洋溪正常蓄水位176m方案淹没较大,正常淹没人口达到1.5万,正常淹没耕地达到1.06万亩(约706.67公顷),故洋溪工程实施难度较大,但降低洋溪正常蓄水位,洋溪库尾至从江梯级河段又较难通过航道整治来满足航运要求。因此,对洋溪至从江河段的开发方案进行了初步补充研究,建议将此段洋溪一级开发方案调整为洋溪、梅林二级开发方案。

Therefore, a preliminary supplementary study on the development scheme of Yangxi-Congjiang River section is proposed, and it is suggested that the first-stage development plan of Yangxi be adjusted to the second-stage development plan of Yangxi and Merlin.
