为激发市县转型发展动力和活力、促进全省转型升级与提质增效。日前,山东省出台《省级激励性转移支付办法》,并拨付20亿元激励性转移支付资金。省级激励性转移支付资金,主要根据各市服务业发展、节能减排、城镇化水平以及财政运行质量等4项经济发展质量指标完成情况,按因素法进行分配。服务业发展越快、节能环保成效越大、新型城镇化水平越高以及财政运行质量越好的市,得到的省级奖励资金越多。
