退耕还林地块的费用效益很大程度上决定了工程的总效率,该研究借鉴美国自然保护计划(Conserva-tion Reserve Program,CRP)的评估思路,构建了适用于我国退耕还林工程预期生态效益评估的指标体系。对宁夏固原和贵州毕节退耕还林地块的费用和效益的评估结果表明,各村退耕地的费用效益差异较大,而退耕地块的选择对改进工程的总体效果具有显著影响。该文在相关分析和实地调研的基础上提出通过评估退耕地块的预期生态效益改进工程的费用效益。
The cost effectiveness of the conversion of cultivated land to forest largely determines the total efficiency of the project. This study draws lessons from the assessment ideas of the Conserva-tion Reserve Program (CRP) in the United States, Benefit evaluation index system. The assessment of the costs and benefits of the conversion of cultivated land to forests in Guyuan, Ningxia and Bijie, Guizhou shows that there are significant differences in costs and benefits for the conversion of cultivated land to cultivated land in each village, and the selection of the reclaimed land plots has a significant impact on the overall improvement of the project. Based on the related analysis and field investigation, this paper proposes to improve the cost efficiency of the project by assessing the expected ecological benefits of the land for reusing cultivated land.
