城乡一体化是我国现代化和城市化发展的一个新的阶段,要求城乡统筹成为一体化、工业与农业、城市与乡村、城镇居民和农村居民作为一个整体,兼顾全局、统筹谋划,通过体制改革和政策调整,改变原有各自发展的城乡二元体制格局。在城乡一体化的进程中,城乡规划管理是组织编制和审批城乡规划,并依法对城市土地的使用和各项建设的按票实施控制、引导和监督的行政管理活动。新形势下的城乡管理规划取得了新的进展,但从长远来看,规划管理的具体实行仍有很长的一段路要走。
Urban-rural integration is a new stage of modernization and urbanization in our country.
