因为“山东半岛蓝色经济区发展规划”是2011年1月4日才由国务院以国函[2011]1号文件批复,是“十二五”开局之年第一个获批的国家发展战略,也是我国第一个以海洋经济为主题的区域发展战略。对于高校共青团工作如何融入到这个发展战略的研究,还没清晰、明确和详细的成果出现。这项课题的研究,是山东半岛高校共青团工作顺应国家“十二五规划”政策,发展地区蓝色海洋经济的开篇之作。对于我们高校今后一段时间的共青团工作有指导性的意义。因此,这项选题既有研究的理论意义又有指明工作方向的实践意义。
