从科技创新的角度,以我国30个省市作为决策单元,对选定的30个区域进行基于数据包络分析(DEA)方法的创新效率评价,设计区域创新效率评价概念模型和测度我国区域创新效率的指标体系,从两个不同时期分析我国区域创新效率的整体发展状况,并对各地区根据DEA的计算结果进行分类,同时分析各个地区不同时期的研发和转化效率的排名变化情况。分析结果表明,在研究时间段内我国区域的创新效率稳步提高,但是仍有很多地区短时期内很难达到有效的明显无效率地区,需要进一步优化资源配置,扩大产出。
From the perspective of scientific and technological innovation, this paper takes 30 provinces and cities of our country as decision-making units, evaluates the innovation efficiency based on data envelopment analysis (DEA) for selected 30 regions, designs the conceptual model of regional innovation efficiency evaluation and measures the innovation of regional innovation Efficiency index system, analyzes the overall development of regional innovation efficiency in two different periods in China, and classifies the calculation results of all regions according to DEA. At the same time, it analyzes the ranking changes of R & D and conversion efficiency in different regions at the same time. The analysis results show that the innovation efficiency of China’s regions has been steadily increasing during the study period, but there are still many areas where it is difficult to reach effective and obviously inefficient areas in a short period of time. Resources allocation and output expansion need to be further optimized.
