矿产资源规划是国家规划体系的重要组成部分,应当符合国民经济和社会发展规划,并与国土规划、主体功能区规划相协调,与土地利用总体规划、环境保护规划等相互衔接。目前,我国已全面部署开展第三轮矿产资源规划编制工作,笔者认为,针对长期以来矿产资源开发利用和土地总体利用规划不衔接的问题,有必要从制度设计、机制构建等方面厘清思路,构建矿产资源规划和土地利用规划(以下简称“两规”)衔接体系。矿产资源规划与土地利用规划不衔接
