By comparing Japan’s and Late Qing’s system of reforming Chinese state from the mid-19th century to the 20th century, it can be seen that though both Japan and the late Qing Dynasty are feudal states, the differences in the degree of centralization, the differences between the fanners and the local forces, etc. The differences in state institutions have become a watershed in the success and failure of reform. Japan seized the opportunity and became powerful in a very short period of time. In the late Qing Dynasty, due to the irreconcilable inherent contradictions accumulated over a long period of time, the country was plunged into a more backward situation.
