《行政许可法》的制定对于建设法治政府的意义主要表现在下述五个方面:一、《行政许可法》限制了政府规制的范围,有助于政府的职能转换和转移,建设“有限政府”。法治政府的第一要义是保障人民的自由,而要保障人民的自由,就必须限制政府的权力,限制政府规制的范围,建设“有限政府”。
The establishment of “Administrative Permission Law” has the following five aspects for the construction of a government ruled by law. First, the “Administrative Licensing Law” limits the scope of government regulation, helps the government to transform and transfer its functions, and builds a “limited government” . The first important point of a rule of law government is to protect the people’s freedom. To protect people’s freedom, it is necessary to limit the power of the government, limit the scope of government regulation, and build a “limited government.”
