1995年6月,中国人民大学工商学院副院长施礼明教授,博士生导师李宝山教授等一行4人对宁波市多镇企业的发展现状进行了调查研究。在宁波,多镇企业的发展已远远超过国有企业,占全部工业总产值的70％以上。许多乡镇企业已基本完成了产业资本的原始积累,面临着二次创业的重任。由于先天资质不足,许多乡镇企业在形成产业规模的同时,也面临着两大基本困惑:一是“发展困惑”;二是“管理困惑”。前者是关系到今后的路子怎么走,后者涉及到现在应该怎么做。施教授、李教授等人走访了“一休”集团股份有限公司、宝田实业股份有限公司、海天公司、东方线缆集团股份有限公司等7家典型企业。对这两个问题进行了深入了解,并约请一休集团公司总裁、八届全国人大代表陈华姣女士写了这篇文章,也许对众多乡镇企业和国有企业都能有所启发。
In June 1995, Prof. Shi Liming, a deputy dean of the School of Business of Renmin University of China, and Professor Li Baoshan, a doctoral tutor, etc., conducted an investigation and research on the development status of multi-town enterprises in Ningbo. In Ningbo, the development of multi-town enterprises has far surpassed state-owned enterprises, accounting for more than 70% of the total industrial output value. Many township and village enterprises have basically completed the initial accumulation of industrial capital and are faced with the important task of starting their own businesses. Due to the lack of innate qualifications, many township and village enterprises are facing two major basic puzzles as they form the scale of the industry: one is “development puzzlement,” and the other is “management confusion.” The former is related to the way forward. The latter involves what should be done now. Prof. Shi and Prof. Li and others visited seven typical companies such as “A-Huan” Group Co., Ltd., Baotian Industrial Co., Ltd., Haitian Co., and Dongfang Cable Group Co., Ltd. The two issues were thoroughly understood, and the appointment of the President of One-Hop Group and Ms. Chen Huayu, the deputy of the Eighth National People’s Congress, wrote this article, which may inspire many township enterprises and state-owned enterprises.
