我国政府信息公开制度起步于村务公开制度的推行,在加入WTO组织后进行了许多有益的探索和实践,一些地方相继出台政府信息公开规定,2007年5月4日,第一部国家层面的政府信息公开立法《政府信息公开条例》颁布,政府信息公开制度建设虽然已取得丰硕成果,但①目前仍处于初级阶段,还存在很多问题,理论基础是制度建设的基石,本文从知情权理论、人民主权理论、透明政府理论等入手分析政府信息公开制度的理论基础。
