All cities, counties and people’s governments, provincial government departments and agencies directly under the Central Government: With the agreement of the provincial government, we hereby forward to you some of the Opinions on Implementing the “15th Five-Year Plan” of the Provincial Development and Planning Commission. Please earnestly implement the plan. During the implementation of the “10th Five-Year Plan”, all localities and departments should emancipate the mind, seek truth from facts, pioneer and innovate, work in a down-to-earth manner, and strive to achieve the goals and tasks set forth in the “10th Five-Year Plan” of our province .
