目前干部选任机制中存在的种种问题,都与“一把手”权力过分集中有关中央近期提出,要进一步增强选人用人公信度。为此,将着力完善初始提名机制,规范提名主体、提名形式、提名程序、提名责任,把住选人用人的“第一道关口”;完善干部考察机制,增强工作的科学性和民主性;完善从基层一线培养选拔干部的机制,引导年轻干部到基层实践锻炼;完善发挥不同年龄段干部作用的机制,认真研究解决领导班子结构和干部任职年限合理化问题,即将下发的关于加强县委书记队伍建设的若干规定和正在编制的“2009~2012年全国党政领导班子建设规划纲要”将对此作出明确规定。
