党的十四届五中全会提出,我国“九五”期间国民经济要实现两个根本性转变,其中首先是从传统的计划体制向社会主义市场经济体制转变。这一转变将触及社会的方方面面,引起深刻的巨变。尤其在转型时期,面临的矛盾和困扰更多。妥善处理好这些矛盾和困扰,是保证转变顺利实现的重要前提。最近,我有幸赴美考察,对此感触尤深。美国作为市场经济发展最充分、体制最完备的资本主义大国,既饱受资本主义痼疾之苦,又在市场模式和运作方面有不少值得借鉴的“他山之石”。
The Fifth Plenary Session of the 14th Central Committee of the Party proposed that during the “Ninth Five-year Plan” period China’s national economy should realize two fundamental changes, the first of which is to shift from the traditional planning system to the socialist market economic system. This shift will reach every aspect of society and cause profound changes. Especially in the transitional period, the contradictions and troubles are more. Proper handling of these contradictions and troubles is an important prerequisite for ensuring a smooth transition. Recently, I was fortunate enough to visit the United States and I feel particularly touched by this. As the largest capitalist country with the most developed market economy and the most complete system, the United States has suffered not only from the chronic illness of capitalism but also a lot of “rocks of other hills” worthy of reference in terms of market modes and operation.
