一、制定科技兴市战略的指导思想和方法科技兴市是一项因素众多、结构复杂、规模宏大的系统工程。制定这一战略的指导思想和方法按抽象到具体的顺序可分为三个层次:哲学的、综合科学的、跨学科与单学科的层次。 1.马克思主义哲学是制定科技兴市战略的基本指导思想。马克思主义的发展观包括两个方面:一是事物发展的辩证唯物论发展观;一是社会发展的历史唯物论发展观。唯物的精髓是尊重实际,一切从实际出发;辩证的精髓是看到事物的联系、运动和变化,事物和社会的运动、发展、变化有其自身的规律。 2.综合性科学是制定科技兴市战略必不可少的工具和方法。它包括系统论、信息论、控制论等“老三

Guidelines and Methods for Establishing a Strategy for Promoting Science and Technology through Science and Technology The rejuvenation of science and technology is a systematic project with many factors, complex structures and grand scale. The guiding ideology and method of formulating this strategy can be divided into three levels from abstract to specific order: the level of philosophy, comprehensive science, interdisciplinary and single subject. 1. Marxist philosophy is the basic guiding principle in formulating the strategy of rejuvenating the city through science and technology. Marxist concept of development includes two aspects: First, the development of things dialectical materialism concept of development; First, the social development of historical materialism concept of development. The essence of materialism is respect for reality and everything proceeds from reality; the essence of dialectics is its own law of seeing the connections, movements and changes of things, the movement, development and change of things and society. 2. Comprehensive science is an indispensable tool and method for formulating the strategy of rejuvenating science and technology. It includes system theory, information theory, cybernetics and so on
