新疆卡子湾水泥厂从1998年开始实行厂务公开,走过了一个由萌芽探索到粗放实施再到规范运作的过程。一、在困难中探索,在实践中总结由于受旧的管理体制的影响,该水泥厂在经济体制转轨初期同许多国有企业一样,从1996年开始出现较大幅度的亏损,1997年继续亏损达一千三百多万元,大大地挫伤了职工的积极性,企业陷入了人心浮动、难以为继的境地。1997年底,兵团经委对水泥厂领导班子进行了调整。
