First, the study of forestry policy The 1982 edition of “Introduction to Forestry Science” (R. A. Young) Chapter One “The development of forestry policy in the United States” reflects the three characteristics of the author’s forestry policy research: (1) The specific relevance of policy research. The study of forestry policy should not only consider the natural and social factors in the area where policies are applicable, but more importantly, study various cultural and historical factors in the area. Including philosophical tendencies, beliefs, ethics and values, as well as the natural history of the forest - the formation of the economy. Under the material and cultural conditions of some forest areas, acceptable forestry policies may not be suitable in other forest areas
