《中共中央关于经济体制改革的决定》指出:社会主义经济“是在公有制基础上的有计划的商品经济”。这一科学论断,为我们加快以城市为重点的整个经济体制改革,提供了理论依据。长期以来,流行着一种传统观念,认为我国的社会主义经济是计划经济,不是商品经济;而实行计划经济,又必须以指令性计划为主。这种传统观念把计划经济同商品经济对立起来,同当前的改革是很不相适应的。
The “Decision of the CPC Central Committee on the Reform of the Economic Structure” states: The socialist economy is “a planned commodity economy based on public ownership.” This scientific conclusion provides the theoretical basis for us to speed up the reform of the entire economic system focusing on cities. For a long time, there has been a popular concept that the socialist economy in our country is a planned one and not a commodity one. In the meantime, the planned economy must be dominated by mandatory plans. This traditional concept of planning economy and commodity economy antagonism, with the current reform is very incompatible.
