On October 11, 2006, the “Decision of the Central Committee of the CPC on Several Major Issues Concerning the Construction of a Harmonious Socialist Society” passed by the Sixth Plenary Session of the 16th CPC Central Committee stated that it is necessary to gradually establish a social security system covering both urban and rural residents. Gradually establish a rural minimum living security system, where conditions permit to explore the establishment of a variety of forms of rural pension insurance system, accelerate the promotion of new rural cooperative medical care, speed up the establishment of social security system to meet the characteristics of migrant workers, and improve the rural five-guarantee support system. On October 23, General Secretary Hu Jintao proposed at the collective learning meeting of the Political Bureau of the CPC Central Committee that the construction of a base for urban and rural areas should be established.
