1995年10月,国务院批准贵港市升格为地级市;1996年6月22日,地级贵港市挂牌成立。地级市的成立,给贵港市这座具有二千多年历史的古城注入了新的活力。十年来,贵港市各族人民在自治区党委、政府和贵港市委、市政府的正确领导下,抓住机遇,奋力拼搏,使贵港市面貌发生了巨变。2005年全市生产总值较建市以来增长2倍多,年均增长8.2%;财政收入增长近3倍,年均增长10.3%;全社会固定资产投资增长近17倍,年均增长32.5%;城市居民人均可支配收入增长近2倍,年均增长4.7%;农民人均纯收入增长1倍多,年均增长6.3%;科教文卫体等各项社会事业也全面健康发展。“十一五”期间贵港将坚持以邓小平理论“和三个代表”重要思想为指导,以科学发展观统领经济社会发展全局,抓住发展这个第一要务,转变发展观念,创新发展模式,加快发展步伐,提高发展质量,大力推进以富裕贵港、文化贵港、生态贵港、平安贵港为核心内容的和谐贵港建设,加快构建桂东南区域性经济中心、南国特色园林城市和现代化港口城市。贵港市提出“十一五”发展的主要目标是:到2010年,全市生产总值年均增长13%,比2000年翻1.5番;财政收入年均增长15%,要比现在再翻1番;城镇居民人均可支配收入和农民人均纯收入年均增长8%;利用外资年均增长20%;一、二、三次产业结构调整为24:40:36;非公经济占县域经济总量的比重达到90%左右;贵港中心城区人口达到45万以上,面积达到45平方公里以上。
