十届全国人大常委会第五次会议干2003年10月28日通过道路交通安全法,这部法律自2004年5月1日起施行。这部法律共分8章124条,包括:总则、车辆和驾驶人、道路通行条件、道路通行规定、交通事故处理、执法监督、法律责任、附则等内容。
The Fifth Session of the Tenth National People’s Congress Standing Committee passed the Road Traffic Safety Law on October 28, 2003, which came into force on May 1, 2004. This law is divided into 8 chapters and 124 articles, including: general provisions, vehicles and drivers, road conditions, road traffic regulations, traffic accident handling, law enforcement supervision, legal liability, supplementary provisions.
