社会管理创新是周永康同志在2009年12月的全国政法工作会议上根据我国国情、民情和经济社会发展现状,对政法工作提出的三项重点工作之一,是新世纪新阶段公安机关依法履行职责、服务民生、保障经济社会发展的必然选择。边检机关作为维护口岸和谐稳定的主力军,必须充分发挥职能作用,加快推进边检社会管理创新工作。这是时代赋予边检机关的重大历史使命和政治责任,也是边防检查工作发展进步的必然之举,必须准确把握边检社会管理创新的时代内涵。
