解放以来,上海城市住宅建设和旧房改造工作,和其它战线一样中途严重地受到“左”的干扰,形成了建设和需求之间严重脱节。尤其是市区的市政、交通、住宅的建设,长期超负荷运行,已经严重阻碍上海经济进一步发展。而特别是对那些居住密度很高,居住环境条件非常差,公用设施又缺的棚户区改建工作已成为一个非常突出,迫切需要解决的问题。
Since the liberation of Shanghai, the construction of urban housing and the transformation of old houses in Shanghai have been seriously disrupted by “left” interferences, as has been the case in other fronts, creating a serious disconnect between construction and demand. In particular, the construction of municipal, traffic, and residential buildings in the urban areas has long been overloaded and has severely hindered the further development of Shanghai’s economy. Especially for those shantytowns that have a high density of living, very poor living conditions, and lack of public facilities, this has become a very prominent issue that needs to be urgently addressed.
