清除官场不良潜规则是深入推进反腐倡廉建设的必然要求和应有之义。官场不良潜规则干扰并影响反腐倡廉建设,主要体现在:一是在一定程度上加大了反腐败斗争的难度;二是使得干部廉洁自律的各项规定不能真正落到实处;三是不利于建设廉价政府目标的实现。推进反腐倡廉建设必须大力清除官场不良潜规则。
